Episode 10 Texas State Comptroller’s HUB Program w/Maya Ingram
Maya Ingram works in the Texas State Comptrollers’ office as the Manager of the Texas
Statewide Historically Underutilized Business (HUB) program.
She talks about becoming a Certified HUB business of Texas and how it opens doors
with the state public entities. Comptroller Public Accounts are the primary authority for
purchasing for the state of Texas. The Historically Underutilized Business (HUB)
program is the statewide procurement program that works with vendors that want to do
business with the state of Texas. The HUB Coordinators help them connect to the
vendors and assist with education and outreach.
She has been a HUB coordinator since 2002; starting as a Marketing Coordinator for
the statewide HUB program and then to different positions throughout the state. She
worked in the private sector with a private company as well. She has had experience in
all sides of the HUB program and came back to the state program before the pandemic.
She’s been in her current position for about 18 months.
She explains that the registration process of becoming a certified HUB has a
requirement of being at least 51% ownership by women, minorities or service-disabled
veterans. The registration process involves entering the website, signing up and
completing the application.
She talked about why it is necessary to become certified by the state of Texas. Small
businesses in Texas need to be certified so they can be listed on the state HUBs
directory. Vendors will receive all the support and one-on-one training to help them get
certified and walk them through resources and help them out.
HUBs spending goals are reported on both a semi-annual and annual basis. When the
set goal is not met, it is very concerning to the Statewide HUB and means that they are
not doing enough education or training to reach their goals.
On the webpage, there are presentations on how to get certified, how to network, how
to reach out to the HUB coordinators and much more.
The state HUB program consists of 11 members and a compliance team of 5 that do an
onsite audit and other audits.
She started a HUB talk which is a series of presentations where they invite their
vendors and MOAs. Information is on the HUB events calendar. Every 3-6 months there
is a HUB talk.
